Recently, some users using Windows 10 may notice that applications including Photos, Calendar, Calculator, Feedback Center, Mail and other applications cannot start normally, and a file system error -2147219196 is prompted when starting. This issue currently has many related posts in the Feedback Center and Microsoft's official forum, and it will probably appear starting on January 23, 2024.
After analysis, it was found that this failure was also a typical human problem. Microsoft adjusted certain instruction set versions when releasing routine maintenance updates, causing older processors to be unable to process properly.
So this problem mainly affects Windows 10 systems running on particularly old processors, and the above-mentioned applications are automatically updated through Microsoft Store instead of Windows Update.
Framework instruction set version issue:
After analysis by WindowsLatest, it was found that the problem was mainly caused by the SSE instruction set. The SSE instruction set has existed for many years, but SSE4.2 was not released until 2011. Therefore, processors released before 2011 do not support SSE4.2.
In the recent maintenance update, Microsoft changed the Vclibs library instruction set version requirements of many applications to SSE4.2, so this turned over.
Affected applications are mainly applications that call the Vclibs library, including photos, calculators, mail and calendar, movies and TV, feedback center, 3D, 3D viewer, Xbox GameBar, etc.
Microsoft will release updates via the Store:
Microsoft is currently aware of this problem and is dealing with it. Microsoft will re-release updates through the Microsoft Store to solve the instruction set version problem.
Therefore, users can turn on the automatic update of Microsoft Store, so that once Microsoft releases an update, the affected applications on the system can be updated as soon as possible.
Note: This problem cannot be regarded as an overturn by Microsoft, because these old processors themselves are no longer supported by Windows 10, but users can install them.
