Recently, the Ministry of Economy, Trade and Industry of Japan revised the "Ministry of Goods and Technology Order Based on the Relevant Provisions of Schedule 1 of the Export Trade Management Order and the Schedule of the Foreign Exchange Order", adding 5 new items related to semiconductors to the export control item list and technology list. This revision will be implemented on September 8, 2024.
The five newly added items are: complementary metal oxide semiconductor (CMOS) integrated circuits, scanning electron microscopes (SEM, used for image acquisition of semiconductor components/integrated circuits) for analyzing nanoscale images, programs for generating multi-layer GDSII data (for the above-mentioned scanning microscope related technologies), the transportation of the quantum computer itself must obtain a license, and the technology required to design and manufacture integrated circuits with a GAAFET (all-around gate transistor) structure.
Regarding the purpose of this revision of the export control policy, Japan's Ministry of Economy, Trade and Industry stated that this is in view of the increasingly severe international security environment and in order to prevent military diversion, so specific goods and technologies related to important and emerging technologies will be included in the scope of export management.
Previously, on April 26, the Japanese government announced that it planned to implement export controls on four categories of semiconductor- and quantum-related items and solicited public opinions on relevant measures. A spokesman for the Chinese Ministry of Commerce said on April 29 that we have noticed that the Japanese government announced that it plans to implement export controls on related items in semiconductors and other fields, and China is seriously concerned about this. China urges Japan to proceed from the overall situation of bilateral economic and trade relations, promptly correct wrong practices, and jointly maintain the stability of global industrial and supply chains.
