The U.S. Treasury Department sanctioned a network of six individuals and five entities based in China involved in procuring items in support of North Korea's ballistic missile and space programs. The United States says North Korea continues to use ballistic missile technology for launches in flagrant violation of multiple United Nations Security Council (UNSCR) resolutions, including its most recent failed attempt to put a military satellite into orbit at the end of May 2024. In addition, North Korea supplies ballistic missiles to the Russian Federation.
"North Korea continues to develop and proliferate ballistic missile technology in violation of United Nations sanctions, which is irresponsible behavior that destabilizes the region and the international community," said Brian Nelson, the U.S. Treasury Under Secretary for Counterterrorism and Financial Intelligence. "The United States remains committed to using our tools to enforce these international sanctions, including disrupting the illicit procurement networks that provide critical inputs for these technologies and holding accountable those who seek to facilitate these activities."
The list is as follows:
1.Shi Qianpei, Shi Qianpei collaborated with Cui Zhemin to purchase various items, including metal plates known to be used in the production of North Korean missiles.
2. Employees of Shi QianpeiDu JiaxinandWang DongliangAssist with procurement efforts. Shi Qianpei's wifeChen Tianxinis his business partner and participated in his purchasing activities for Cui Zhemin.Shi AnhuiHe is Shi Qianpei's father and is also involved in assisting North Korea's procurement activities. Until 2023, Shi Qianpei also met Cui Zhemin's purchase requirements for electronic equipment, including the purchase of items that may be used to support North Korea's space and satellite programs.
3. Beijing Sanshunda Electronic Technology Co., Ltd., Qidong Hengcheng Electronics Factory and Shenzhen Mingwei Electronics Co., Ltd. were the companies used by Shi Qianpei and his associates to purchase items and materials for Cui Zhemin.
4. Chen Tianxin is also the legal representative and CEO of Beijing Jinghua Tus Electronic Technology Co., Ltd. (Beijing Jinghua Tus), and Wang Dongliang is the director of the company.
5. Han Dejian supplies metal alloy plates through his company Tianjin Yidatong Metal Materials Co., Ltd.
