Recently, media reported that a mobile user posted a video saying,I went to the mobile business hall to unblock the Shenzhen card mobile number I had used for 14 years, and was told that I needed to provide insurance information in Shenzhen.Today, Shenzhen Mobile’s public account released “Instructions on Number Shutdown and Resumption of Calls” in response to this matter.
The "Instructions" stated that the country's "Anti-Telecommunications Fraud Law" stipulates that telecommunications business operators should re-verify the real-name verification of abnormal phone card users identified by monitoring and identification, and adopt differentiated and corresponding verification measures based on risk levels.
For those who fail to verify according to regulations or fail to pass the verification, telecommunications business operators may restrict or suspend the relevant phone card functions.
Shenzhen Mobile said that for numbers with abnormal communication behavior and consistent with fraud characteristics, the company will shut down the numbers in accordance with the law and carry out re-connection verification by classification:
Numbers with medium to low fraud risks will be restored after completing the online real-name verification. Customers can operate by themselves according to the instructions in the notification text message.
For numbers with medium to high fraud risks, you must go to the business hall for real-name verification and show the Guangdong Ju code before re-opening. The Guangdong Ju code is a personal service QR code launched by the Guangdong Provincial Public Security Department based on the WeChat applet. It can be generated by completing the real-name authentication according to the guidelines.
For numbers with extremely high fraud risks, on the basis of the previous verification procedure, social security insurance information is also required (no insurance coverage place or time limit).
Shenzhen Mobile pointed out that mobile phone numbers in normal use will not be shut down. Among the numbers shut down by the company, there are extremely high fraud risks and there are very few cases where social security information is required to be restored.
In the case reported by the media recently, the two numbers involved were shut down due to various abnormal communications such as high-frequency calls to remote numbers. One of the accounts opened on June 30, 2024, had a very high risk of fraud, and was strictly controlled for re-opening, and the customer has canceled the account; the other account was opened in September 2015, and had a medium-to-high risk of fraud, but the customer completed verification as required and has been re-opened.
at present,Shenzhen Mobile has optimized the rules for number shutdown and restoration, and social security participation information will no longer be used as a verification condition in all cases.
