Ningde City, Fujian Province reported that a man was given an administrative penalty for "jumping over the wall" to browse overseas websites four years ago. The full text is as follows: On August 16, the Ningde Internet Police issued a notice. On August 7, the Cyber Security Brigade of the Shouning County Public Security Bureau joined the Security Brigade and successfully investigated and dealt with an administrative case of unauthorized access to illegal channels for international networking and browsing of overseas media information, which was detrimental to national security. The illegal perpetrator Gong Moumou was captured, cutting off the channel for overseas false information to flow back into the country.

The report stated that in early July this year, the police discovered in their daily work that Gong Moumou had illegally browsed overseas websites in 2020. After learning the situation, the police summoned Gong Moumou to the Shouning County Public Security Bureau for investigation. After investigation, it was found that Gong Moumou had indeed illegally browsed overseas websites and information through "circuit the wall" software, and he confessed to his illegal browsing of overseas websites and information.

According to the provisions of Article 14 and Article 6 of the "Interim Provisions of the People's Republic of China on the Management of International Networking of Computer Information Networks", the Shouning County Public Security Bureau imposed administrative penalties on Gong in accordance with the law.

The police reminded that the Internet is not a lawless place. Many overseas websites will contain harmful information such as feudal superstition, obscenity, bloody violence, etc. Internet users should make good use of online platforms, standardize their words and deeds online, surf the Internet in a civilized and green manner, and jointly create a clean and upright cyberspace.

The Ningde Internet Police also pointed out that China's "Interim Regulations on the Management of International Networking of Computer Information Networks" stipulates that direct international networking of computer information networks must use the international entrance and exit channels provided by the national public telecommunications network of the Ministry of Posts and Telecommunications. No unit or individual may establish or use other channels for international networking. If the regulations are violated, the public security organ will order the user to stop networking, give a warning, and may also impose a fine of up to 15,000 yuan (approximately S$2,762).

Ningde Internet Police reminded that as long as there is any "censorship" behavior, it will leave traces. No matter what the purpose is, whether it is to learn knowledge, check information, or even browse nothing, as long as you "jump the wall", you will violate the law and discipline.
