After learning the situation, the police summoned Gong Moumou to the Shouning County Public Security Bureau for investigation. After investigation, it was found that Gong Moumou had indeed illegally browsed overseas websites and information through "circuit the wall" software, and he confessed to his illegal browsing of overseas websites and information.

According to the provisions of Article 14 and Article 6 of the "Interim Provisions of the People's Republic of China on the Management of International Networking of Computer Information Networks", the Shouning County Public Security Bureau imposed administrative penalties on Gong in accordance with the law.
