Today, according to the "Shanghai Consumer Protection Committee" public account, recently, the Shanghai Consumer Protection Committee and the headquarters of China Mobile, China Unicom, and China Telecom, the three major operators, reached a consensus after multiple rounds of pre-litigation communications.
The Shanghai Consumer Protection Commission’s request to “actively mark the real name of the content provider when sending 106 text messages” has received positive responses from the three major operators. According to reports, the three major operators have also committed to a number of improvement measures.
China Mobile stated that it will strictly review the company's qualifications, including registration certificates, relevant responsible persons and other information, to ensure that responsibilities can be traced;It has also initially established a corporate signature compliance database to provide accurate “SMS Do Not Disturb” services to consumers.
China Unicom stated that it will use digital technology to verify the consistency between signature registration and actual transmission, launch a system-level authentication management and control model of "register first, then transmit" on the online port, strictly review and register the qualification certificate documents of access customers, and at the same time strengthen digital operation capabilities and introduce AI technology.
China Telecom said,It will be mandatory for enterprises to conduct SMS signatures and real-name information registration.Establish a dynamic inspection mechanism for text message content, have "zero tolerance" for text message content that does not include unsubscription methods, and take measures such as slowing down and shutting down the main port.
The Shanghai Consumer Protection Commission hopes that the three major operators can speed up the work related to labeling and standardizing company names and ensure that the standardized use of all ambiguous or unrecognizable signatures is completed by the end of June 2025.
