On July 15, the official website of the Ministry of Human Resources and Social Security announced the minimum wage standards of all provinces, autonomous regions, and municipalities across the country (as of July 1, 2025).The minimum wage standard refers to the minimum labor remuneration that the employer should pay in accordance with the law on the premise that the employee provides normal labor during legal working hours or the working hours stipulated in the labor contract signed in accordance with the law.


What is the minimum wage?

The so-called normal labor refers to the labor that workers perform within the legal working hours or the working hours stipulated in the labor contract in accordance with the labor contract signed in accordance with the law. Workers are deemed to have provided normal labor during the period when they enjoy paid annual leave, family leave, wedding and funeral leave, childbirth (maternity) leave, birth control surgery leave and other state-stipulated leaves in accordance with the law, as well as during the period when they participate in social activities in accordance with the law during statutory working hours.

Currently, there are up to four minimum wage brackets. Data show that in terms of monthly minimum wage, Shanghai ranks first in the country with a standard of 2,740 yuan; in terms of hourly minimum wage, Beijing ranks highest in the country with a standard of 26.4 yuan.

Among them, Jiangsu's first-grade monthly minimum wage standard is 2,490 yuan, and the first-grade hourly minimum wage standard is 24 yuan.
