From the perspective of the United States, it is no longer relevant to sell outdated chips like H20 to Chinese companies, but it will definitely not sell more advanced Nvidia AI chips. In an interview with US media, Trump said that Nvidia owns the world's fastest AI chip "Blackwell", which is impossible and will not be sold to Chinese companies.
The US president called Blackwell "super, super advanced" and the "latest and greatest" chip in the world. “No one outside the United States can create one right now, and there won’t be one in five years.”
Trump also made it clear that he would not allow Blackwell chips to be sold to China without significant downgrades.
He also mentioned that Huang plans to visit him again to negotiate an export license for Blackwell chips.
One of the main reasons why the United States implements export controls is that it is concerned that providing advanced chips to China may allow it to surpass the United States in AI capabilities, which poses a threat to U.S. national security.
However, Huang Renxun has said that allowing Chinese artificial intelligence developers to use American technology is more beneficial to U.S. national security. Rejecting China's use of Nvidia chips will instead encourage China's chip industry to develop and catch up.
