Recently, in accordance with the requirements of the "Security and Reliability Assessment Work Guidelines V3.0", two national authoritative organizations, China Information Security Assessment Center and National Secrecy Technology Assessment Center, jointly issued a blockbuster document - Security and Reliability Assessment Results Announcement (2025 No. 3), which is valid for three years from the date of release.

Since 2023, a total of 6 evaluation announcements have been released, 5 of which involve CPU evaluation results.

It is reported that the safety and reliability evaluation is mainly aimed at CPU processors, AI training inference chips, operating systems, databases equipped with computer terminals and servers, as well as main control chips equipped with laser or inkjet printers.

By evaluating the core technology, safety assurance, and sustainable development of products and their R&D units, we evaluate the safety and sustainability of products and achieve a comprehensive measurement and objective evaluation of safety and reliability throughout the entire life cycle, including product R&D and design, production and manufacturing, supply security, and after-sales maintenance.

The latest evaluation announcement mainly focuses on the fields of CPU processors and operating systems.Loongson 3B6000M and HiSilicon Kirin 9000X received the highest Level II rating, while the rest were Level I.

Level II is the highest security level in the evaluation system, indicating that the product has passed strict review in terms of core technology independence, supply chain security, and intellectual property compliance, and complies with national information security standards, reflecting that the product has high security and reliability throughout its life cycle.

Since December 2023, a total of 17 CPU models from 5 manufacturers have been shortlisted for Level II.

Loongson 7 models:

With a share of 41.2%, Loongson has become the company with the most types of chips selected for safety and reliability level II. The 3C6000 series server CPU, 3A6000 desktop CPU and 3B6000M terminal CPU have all ranked among the current highest security levels, building a complete high-security product matrix covering the three lines of desktop, server and terminal.

HiSilicon 4 models:

Accounting for 23.5%, including Kirin 9000X, Kirin X90, Kunpeng 920 V200, and Kirin 9000C.

Feiteng 4 models:

Accounting for 23.5%, covering Tengyun S5000C-E, Tengyun S5000C, Tengyun E2000, and Tengrui D3000, the number of finalists is equivalent to HiSilicon.

Shenwei 1 model:

Accounting for 5.9%, the finalist is Sunway Weixin H8000.

Haiguang 1 model:

Haiguang, like Sunway, accounts for 5.9%, and it is Haiguang processor C86-4G.

In addition, a variety of Level I certified CPU products cover six major manufacturers: Loongson, HiSilicon, Phytium, Sunway, Zhaoxin, and Haiguang.
