Yunnan issued a document today stating that in order to regulate the management and use of rental vehicles for official travel in provincial-level administrative institutions, the Yunnan Provincial Government Affairs Administration and the Yunnan Provincial Department of Finance jointly issued the "Yunnan Provincial Administrative Institutions' Management Measures for Official Travel Rental Vehicles."
The "Measures" make it clear that those who really need to rent a vehicle for official travel should strictly control the model, frequency and cost and follow the principle of economic applicability.Rental vehicles for official travel are subject to "one rental, regular settlement". In principle, the rental period of the vehicle shall not exceed 30 days (inclusive). If the vehicle is indeed rented for more than 30 days due to work needs, it must be reported to the Provincial Government Affairs Bureau for approval.
The above-mentioned "Measures" also mentioned that vehicles rented for official travel should comply with the official vehicle equipment standards of the "Implementation Measures for the Management of Official Vehicles Used by Party and Government Organs of Yunnan Province". Domestic cars should be rented, with priority given to new energy vehicles. It is strictly prohibited to rent over-standard cars and luxury cars.
Which vehicles are considered luxury cars? According to the article interpreted by the Yunnan Provincial Government Affairs Bureau,The "Measures" stipulate that luxury vehicles (such as imported high-end luxury brands such as Mercedes-Benz, BMW, Audi, Land Rover, etc.) and vehicles whose displacement and purchase price exceed the equipment standards for official vehicles are not allowed to be rented.
The Yunnan Provincial Government Affairs Administration stated that the promulgation of the "Measures" has established a supervision system for official travel rental vehicles that "prioritizes conservation, platform management, strict approval, standardized use, and strengthened supervision." All rental vehicles used to ensure official travel will be included in the official vehicle platform for information supervision, so that information such as rental vehicle usage processes, driving trajectories, and fee settlements can be fully inspected, and comprehensively standardize vehicle rental behavior for official travel.
The Provincial Administration of Government Affairs also requires that we firmly establish the awareness of strict economy and anti-waste, be strict and simple, take the lead in living a tight life, run our affairs diligently and frugally, improve the efficiency of official vehicle use, give priority to public transportation or use the official vehicles of our units.
