On November 4, the Wall Street Journal published an insider article saying,Although Jensen Huang vigorously lobbied U.S. President Trump to allow Nvidia to sell Blackwell chips to China, the move was opposed by senior U.S. officials.

According to current and former U.S. government officials, on the eve of the China-U.S. summit in South Korea, an urgent issue surfaced. Trump wants to discuss Nvidia CEO Jensen Huang’s request to allow the company to sell a new generation of AI chips to China.

For the Trump administration, approving the export of Nvidia's Blackwell chips would be a major policy shift that could accelerate China's technology development.Huang, who communicates frequently with Trump, has been lobbying him tirelessly to relax export controls to maintain business in China.

Opponents of approving Nvidia chip exports also include U.S. Trade Representative Jamieson Greer and Commerce Secretary Howard Lutnick, who have helped lead trade negotiations.

U.S. officials revealed that in the face of almost unanimous opposition from senior advisers,Trump decided not to discuss Nvidia's advanced chips at the summit.

Trump's final decision is a victory for Rubio and other state government advisers in their lobbying efforts against Jen-Hsun Huang, who heads the world's most valuable public company. Nvidia's potential sales of Blackwell chips to China could reach tens of billions of dollars and could help Nvidia keep Chinese AI companies dependent on its technology. Nvidia is awaiting approval from the Trump administration to launch a lower-performance version of its Blackwell chip into the Chinese market.

White House spokesman Kush Desai said: "President Trump will listen to all opinions on policy matters, including from top business leaders. However, the only factor guiding his decision-making is the best interest of the American people."

Prior to this, Huang Renxun, who was unwilling to lose the Chinese market, had said that Nvidia was currently in an embarrassing situation and he hoped that Trump could help the company find a solution.
