Recently, the National Certification and Accreditation Administration issued the "Announcement on Strict Compulsory Product Certification Management of Electric Bicycles" (No. 25, 2025), which clearly stipulates the production and sales of electric bicycles.The "Announcement" clarifies that all designated certification bodies for electric bicycles will cancel all valid CCC certifications issued based on the old version of the standard on December 1, 2025; all CCC certification certificates issued based on the old version of the standard that are suspended and cannot be restored to validity will be revoked on December 1, 2025.


Each electric bicycle sales enterprise shall not continue to sell from the date of cancellation or revocation of the certification certificate.If the above regulations are violated, market regulatory authorities at all levels will investigate and deal with them in accordance with the law.

It is reported that my country's new mandatory national standard for electric bicycles, "Electric Bicycle Safety Technical Specifications" (GB 17761-2024), will be officially implemented on September 1, 2025.

The new standards stipulate the fire retardancy, total plastic mass, vehicle mass limit, Beidou positioning, pedal riding devices, etc. of electric bicycles.

It is clearly stipulated that the maximum design speed of electric bicycles shall not exceed 25km/h, and the electric motor is required to automatically stop power output when exceeding 25km/h, which can effectively curb the safety hazards caused by speeding.

According to the requirements, after December 1, 2025, all electric bicycle products sold must comply with the new standards.

Vehicles already purchased by consumers that do not meet the new standards will not be forcibly phased out.

The specific changes in the new national standard are as follows:

Strengthened fire retardant requirements for non-metallic materials;

It is clarified that the total mass of plastic used in electric bicycles should not exceed 5.5% of the mass of the entire vehicle;

Added requirements for low-speed running torque of the motor;

Improved anti-tampering requirements for battery packs, controllers, and speed limiters;

Improved braking performance requirements;

Increase the upper limit of the vehicle weight of electric bicycles using lead-acid batteries from 55kg to 63kg;

Added requirements for enterprise quality assurance capabilities and product consistency;

Electric bicycles are required to have Beidou positioning, communication and dynamic safety monitoring functions;

It is no longer mandatory for all models to be equipped with pedal riding devices;

It is clarified that electric bicycles are encouraged to install rear-view mirrors.
