Officials stated that the Galaxy Awards selection consists of three stages: preliminary (i.e., this online voting), re-election (to produce a shortlist), and final selection (to produce a list of winners). The so-called short-listed refers to the list that enters the final selection after re-election.
The current stage is the preliminary round for the Galaxy Awards. Not only are the works entering this list not "shortlisted", but the result after the preliminary selection is only a "selected list" rather than a "shortlisted".
