The Beijing Transportation Law Enforcement Corps recently launched an investigation in accordance with the law into Shanghai Haro Puhui Technology Co., Ltd. (hereinafter referred to as "Haro Company") for illegally and excessively placing shared bicycles in Beijing. On April 7, the Corps received a clue report that Haro Company illegally released a large number of unregistered vehicles at multiple points in the central city.
The next day, law enforcement officers conducted an on-site inspection and confirmed that the report was true. They conducted an administrative interview with Haro Company in accordance with the law and issued a "Notice of Order to Correct", requiring it to complete rectifications before April 10 and recover unregistered vehicles.
On April 13, law enforcement officers reviewed the rectification situation and found that there were still a large number of unregistered vehicles in Shengde Zique, Guijie and other places in Dongcheng District. It was determined that Haro Company failed to release vehicles in accordance with the requirements of the transportation administrative department and refused to make corrections, violating the relevant provisions of the "Beijing Non-Motor Vehicle Management Regulations" and the "Beijing Internet Rental Bicycle Supervision and Management Measures (Trial)".
In response to Haro Company's failure to release vehicles in accordance with the requirements of the transportation administrative department and its refusal to make corrections, in accordance with Article 20, Paragraph 1 and Article 31 of the "Beijing Non-Motor Vehicle Management Regulations" and the "Beijing Municipal Transportation Administrative Punishment Discretionary Standards", the Corps will impose administrative penalties on Haro Company in accordance with the law and reduce the scale of its operations. Currently, the case is being handled according to legal procedures.
On the same day, the Beijing Municipal Transportation Commission and the central city industry management department once again conducted an administrative interview with Haro Company, pointing out that Haro Company illegally exceeded the number of unregistered vehicles, seriously violated the relevant provisions of the "Beijing Non-Motor Vehicle Management Regulations", and seriously damaged the operating order of Beijing's shared bicycle market., a large number of limited public road resources in the city are occupied, and the nature is bad. He severely criticized the Haro Company and ordered it to recover all illegally invested vehicles before April 17.
It is worth noting that previously on March 31, 2026, the Tianjin Municipal Transportation Commission also conducted a special interview with Hello Bicycle Tianjin operating companies regarding the issue of over-delivery of Internet rental bicycles.
In accordance with the relevant provisions of the "Tianjin Internet Rental Bicycle Delivery and Service Management Agreement", the "Tianjin Internet Rental Bicycle Performance Rectification Notice" was sent to the Hello Bicycle operating company.
The notice clearly requires that Hello Bicycle companies must immediately stop all over-delivery activities, organize the cleaning and transportation of over-invested vehicles, and ensure that the number of vehicles in each region of the city strictly meets the quota requirements.
