The rectification actions against low-speed electric scooters commonly known as Laotoule are continuing to escalate across the country. Shanxi Jinzhong recently issued an announcement clarifying that starting from April 21, 2026, such vehicles will be completely prohibited from driving on local roads.
For violations on the road, the local traffic control department will strictly investigate and deal with them in accordance with the law. If relevant personnel obstruct law enforcement or disrupt public order, the public security organs will pursue legal responsibilities in accordance with the law; if the circumstances are serious enough to constitute a crime, they will also face criminal penalties.
In fact, Jinzhong is not the first city to take such drastic measures. Beijing has completely banned Laotoule from being driven on the road and parked starting from January 1, 2024. In addition, many cities such as Hefei, Tianjin, Zibo, Sanmenxia and Bengbu have also successively implemented relevant travel ban and restriction policies.
The traffic control department pointed out that the core reason for banning this type of transportation on the road mainly focuses on safety risks. On the one hand, the vast majority of drivers of such vehicles have not received formal training, do not have legal driving qualifications, and are extremely lacking in basic traffic rules and safety knowledge.
On the other hand, Lao Toole drives very casually on the road, often driving in the wrong direction, jaywalking, and illegally occupying the road. Due to the extremely low safety factor of such vehicles and the lack of necessary collision protection, once a traffic accident occurs, serious casualties are often caused.
With the successive delineation of regulatory red lines in major cities, this type of transportation that has long been in a gray area is accelerating its withdrawal from the urban stage. This is not only a strong maintenance of public transportation order, but also to protect the life and property safety of drivers and other members of the public from the source.
