Recently, the Beijing Transportation Law Enforcement Corps launched an investigation in accordance with the law into Shanghai Haro Puhui Technology Co., Ltd. (hereinafter referred to as "Haro Company") for illegally and excessively placing shared bicycles in Beijing.

Today (15th), Haro Company publicly apologized and stated that it has initiated comprehensive rectifications, deployed additional operation and maintenance forces overnight, and made every effort to restore parking order in key areas.
"Haro attaches great importance to and deeply apologizes for the problems exposed in our shared bicycle delivery management in Beijing and the social concern it caused." Haro said in its apology.
At the same time, Haro Company explained that Haro Cycling Beijing Branch had management shortcomings in capacity scheduling and response efficiency during new car replacement and cross-regional dispatching, and failed to implement the work in a practical and detailed manner. There was a gap between service guarantee and citizens' expectations.
In this regard, Haro sincerely accepts the interviews and guidance from the competent authorities in Beijing and will never evade or shirk the responsibility.
Previously, on April 7, the Beijing Transportation Law Enforcement Corps received clues and reports, indicating that Haro Company had illegally released a large number of unregistered vehicles at multiple points in the central city.
The next day, law enforcement officers conducted an on-site inspection and confirmed that the report was true. They conducted an administrative interview with Haro Company in accordance with the law and issued a "Notice of Order to Correct", requiring it to complete rectifications before April 10 and recover unregistered vehicles.
On April 13, law enforcement officers reviewed the rectification situation and found that there were still a large number of unregistered vehicles in Zique, Guijie and other places in Shengde, Dongcheng District. It was determined that Haro Company did not release vehicles in accordance with the requirements of the transportation administrative department and refused to make corrections., violating the relevant provisions of the "Beijing Non-motor Vehicle Management Regulations" and the "Beijing Internet Rental Bicycle Supervision and Management Measures (Trial)".
In response to Haro Company's failure to release vehicles in accordance with the requirements of the transportation administrative department and its refusal to make corrections, in accordance with Article 20, Paragraph 1 and Article 31 of the "Beijing Non-Motor Vehicle Management Regulations" and the "Beijing Municipal Transportation Administrative Punishment Discretionary Standards", the Corps will impose administrative penalties on Haro Company in accordance with the law and reduce the scale of its operations.Currently, the case is being handled according to legal procedures.
