With the in-depth implementation of the new national standards for electric bicycles, market regulations have entered a period of strict control. Although the new regulations have been implemented, there are still some products on the market that do not strictly comply with the relevant regulations. In response to this phenomenon, Beijing’s market regulatory authorities have recently launched large-scale special governance actions.
Since the beginning of this year, relevant departments have used various methods such as secret visits, surprise night inspections, and traceability investigations to severely crack down on illegal modifications that exceed the standard. So far, 84 illegal cases have been investigated and dealt with, and in cooperation with the public security department, 4 black spots for excessive modifications have been successfully eliminated, and more than 120 illegal vehicles have been seized on site.
In response to the typical problems discovered during the special rectification, the Beijing Municipal Market Supervision Bureau recently publicly interviewed eight mainstream electric bicycle manufacturers: Yadi, Emma, Tailing, Nine, Mavericks, Xiaodao, Xinri and Luyuan, as well as their sales agents in Beijing.
During the interview, five strict prohibitions were clearly stated, emphasizing that it is strictly prohibited to produce and sell vehicles that are inconsistent with the certified samples. In addition, companies are strictly prohibited from reserving space for modifications, selling uncertified or substandard vehicles, and strictly prohibiting any form of additions and modifications.
Regulatory authorities emphasize that companies must strictly implement their main responsibilities for quality and safety. Any modification that removes the speed limit, increases battery compartment capacity, or changes the appearance of the vehicle through technical means will greatly increase the risk of spontaneous combustion and the probability of traffic accidents while driving.
According to the latest safety technical regulations, the maximum design speed of electric bicycles must not exceed 25 kilometers per hour, and they must have an over-speed power-off function. In actual driving, according to relevant road laws, the maximum speed of electric bicycles in non-motorized lanes shall not exceed 15 kilometers per hour.
This large-scale interview shows the regulatory authorities’ determination to govern the safety of electric bicycles. Through full-chain control from the production source to the sales terminal, the living space of illegal vehicles exceeding the standard will be further reduced, and the road travel safety of consumers will be effectively guaranteed.
