A "Zhenpin Fresh Milk Ice Cream" produced by Zhongxing Cold Drink Factory in Chaihe Town, Hailin City, Mudanjiang City, Heilongjiang Province has recently caused controversy on social platforms. The outer packaging is eye-catchingly marked as "fresh milk ice cream without a drop of water", but the first ingredient list clearly says "drinking water", and the main product is "fresh milk", but only "whole milk powder" is marked, without any raw milk ingredients.
According to the national food safety compulsory standards, the food ingredient list is strictly sorted from high to low in terms of raw material addition content. The higher the ranking, the higher the addition ratio. This ice cream water is ranked first, which means that the water content in the entire ice cream is far higher than that of other raw materials such as milk powder and sugar. The so-called zero water added propaganda is a complete lie.
In response to this matter, the manufacturer's staff said in an interview that "without a drop of water" is an old packaging that has been used for nearly ten years. In 2025, it has been updated to "fresh milk ice cream with a drop of water." They said that the old packaging is still in circulation because the dealer's inventory has not been cleared; at the same time, they explained that small manufacturers do not have cold chain conditions for fresh milk, and the milk powder they use meets national standards. The product is labeled "milk flavor" and not "made of fresh milk."
However, this explanation does not convince the public. Some people in the industry said: "It contains water but does not add a drop of water, which is false propaganda. Even if the name is changed, it may still mislead consumers, and the use of milk powder to make fresh milk ice cream is also suspected of misleading."
In fact, this is not the first time such text marketing chaos has occurred in the ice cream industry. In 2019, Zhong Xuegao was fined 6,000 yuan for similar propaganda. He reminded everyone to read the ingredient list when purchasing. Raw milk is ranked first, which is pure milk ice cream; drinking water is ranked first, which is essentially a popsicle.
