According to relevant regulations, power banks that have not obtained the CCC certification or are not marked with the certification mark are not allowed to leave the factory or be sold. On June 18, a power bank spontaneously ignited in the Nanchang subway. On April 16 and 18, two spontaneous combustion incidents of power banks occurred in the Shanghai subway. In recent years, power bank safety incidents have occurred frequently across the country, posing a threat to the safety of consumers and the public. As early as 2024, in order to ensure the safety of power banks, my country listed power banks as CCC certified products. This is a mandatory measure to ensure the safety of power banks. Power banks without CCC certification cannot be shipped and sold. So, have all power banks sold on the market now been certified by CCC? The reporter first came to a commodity wholesale market in Beijing.
Some merchants revealed that power banks without CCC certification are selling well
Merchants told reporters that most of these power banks are old models that have been accumulated in stock in the early stage. Although they do not have CCC certification, their sales are good due to their low prices.

Among the seven merchants randomly investigated by the reporter, four were selling power banks without the CCC certification mark. Currently, some physical stores are still selling power banks without CCC certification. What about the situation on e-commerce platforms?
The reporter noticed that this Wulai 3C digital store on a certain platform claimed that the power bank it sold could be taken on board the plane.

The product details page is marked with a CCC certification number. After checking, the reporter found that the certificate corresponding to this number has been cancelled. The canceled certificate is owned by Dongguan Changhui Electronic Technology Co., Ltd., which is also the manufacturer of the product named on the product page. To further verify the situation, the reporter, as an ordinary consumer, spent 12.9 yuan on this power bank in this store.

However, after receiving the goods, the manufacturer marked on the product was Dongguan Deban Zhixing New Energy Co., Ltd. The reporter inquired and found that the corresponding CCC certification of this company has been cancelled. In other words, this power bank does not have a valid CCC certification.
In the live broadcast room of Kuahao Electronics on a certain platform, the anchor took out the CCC certification certificate and displayed it in the live broadcast room.

In this live broadcast room, the anchor showed the CCC certification certificate number, and the reporter immediately logged into the National Certification and Accreditation Information Public Service Platform to query, and found that the CCC certification certificate for this product had been suspended.

This power bank is sold at the "Yuneng Digital Store" in a certain mall. The manufacturer corresponding to the CCC certification number displayed on the page is Shenzhen Shengming Chuangke Technology Co., Ltd. However, after the reporter purchased this product, he found that the manufacturer marked on the product casing changed to "Shenzhen Electric Giant Technology Co., Ltd.". Through inquiries, the reporter found that the corresponding CCC certification certificates of this company were in an invalid state.
In other words, the CCC certification certificate of the power bank produced by Shenzhen Electric Giant Technology Co., Ltd. has expired. During the sales process, this power bank used the CCC certification number of Shenzhen Shengming Chuangke Technology Co., Ltd.

The reporter contacted the customer service of the merchant and asked about the CCC certification certificate. The customer service replied, "Currently the product data is being optimized. If you are not satisfied, you can get a refund."
Power bank batteries without CCC certification are not labeled with product information.
The reporter sent a number of power banks that did not have valid CCC certifications to the safety center laboratory of the China Electronics Technology Standardization Institute for testing. The technicians disassembled and found that the internal cells of some power banks did not have the manufacturer's information printed as required.

According to technicians, the flame retardant performance of the shell is one of the key safety indicators of power banks. In the test, some power banks not only failed to slow down combustion, but may even become "combustion aids."
According to technical personnel, obtaining the CCC certification mark requires an extremely stringent review process. However, many low-quality power banks have flammable casings, unmarked batteries, extremely low cost, and completely substandard safety performance. They can only use fake or fake CCC certification to meet market demand.
Subsequently, the reporter made complaints and reports on the two products purchased this time on the corresponding e-commerce platform. As of press time, the related products of Wulai 3C Digital Store have been removed from the shelves, while the related products of Yuneng Digital Store have not yet been removed from the shelves.
According to experts, the CCC certification certificate is not permanently valid once obtained. Some power banks are still sold illegally after their certificates have been suspended, revoked or canceled, which is a key issue that needs to be rectified in the current industry.

Zhang Wei, Director of the Consumer Product Certification Division of the Certification and Supervision Department of the State Administration for Market Regulation:From the date of cancellation or revocation of the certification certificate, or during the period of suspension of the certification certificate, products that do not meet the certification requirements shall not continue to be manufactured, sold, imported, or used in other business activities. If a platform merchant continues to claim CCC certification for a power bank whose certificate has expired and sells it to the public, causing products that do not meet the certification requirements to enter the consumer field, the market supervision department at or above the county level will investigate and punish the illegal behavior in accordance with the law, as if the power bank has not been certified by CCC.
Regulatory authorities stated that the safety of power banks without valid CCC certification cannot be guaranteed and seriously threatens the personal safety of consumers.
Zhang Wei said that we will crack down hard on unauthorized shipments, sales, and use of power banks without CCC certification in other activities; we will severely crack down on counterfeiting, fraudulent use, reselling, and transfer of CCC certification marks.

The State Administration for Market Regulation (National Certification and Accreditation Administration) recently issued an announcement to adjust and improve the implementation requirements for CCC certification for mobile power supplies and other products. The basis for CCC certification of mobile power supplies and supporting lithium battery products is to add GB 47372-2026 "Safety Technical Specifications for Mobile Power Sources", focusing on strengthening the detection of key safety indicators such as thermal abuse and acupuncture. Simultaneously revise the CCC certification implementation rules, refine enterprise quality control and product consistency management, increase post-certification supervision, and tighten the main responsibilities of all relevant parties in certification activities. From April 1, 2027, CCC certification activities should be carried out in accordance with the new version of CCC Implementation Rules. According to the old version of CCC certification rules, certified mobile power supplies and supporting lithium battery products must complete the certificate conversion before the end of the transition period. At the same time, the State Administration for Market Regulation has established an online verification mechanism for CCC certification certificates with major e-commerce platforms.
Zhang Wei said that platforms are required to implement their main responsibilities, strengthen online verification and comparison of CCC certification certificates, and promptly intercept and remove products in the CCC catalog that are sold online without certificates or with invalid certificates.
Compulsory product certification is the bottom line for protecting public safety and maintaining product quality. It should not be reduced to a "cover" used by some unscrupulous traders to decorate their appearance and deceive consumers. Regulatory authorities, e-commerce platforms and consumers should work together to ensure that products that violate CCC certification have nowhere to hide and truly build a strong line of defense for power bank security.
