Macau, China, recently submitted the text of a bill to amend the Road Traffic Law to the Legislative Council. The bill includes a series of new provisions aimed at improving road safety, including the proposal to introduce a "point deduction system" and rules such as suspension of the license plate for half a year if 12 points are deducted. In addition, the bill also proposes to prohibit pedestrians from using mobile phones while crossing the road. Violators may be fined MOP 300 (approximately RMB 268).
It is reported that this move is to enhance the protection of pedestrians and improve pedestrians' safety awareness when crossing the road. Prior to this, the Australian Pedestrian Commission also proposed a similar motion, suggesting that pedestrians playing with mobile phones or using electronic devices while crossing the road would be fined A$200 across Australia.
Harold Scruby, chairman of the Australian Pedestrian Council, said fining pedestrians was about making them take responsibility for their own lives and he recommended the penalty be used nationwide. He said: "We hope that this bill can be promoted nationwide and that pedestrians using mobile phones can be fined A$200!"
This punitive measure has caused controversy among many people. Most people think this is a good thing and think it will help improve pedestrian safety. However, some people criticized that the fines were too excessive.
Media analysis said that the considerations and efforts of the government and relevant departments to improve road safety should be understood, and the public's different views on this should also be heard. Do you think the rules on fines for crossing the road are reasonable?
