In April 2025, car owners complained through the 12345 government service hotline about problems such as arbitrary charges and poor security attitude in a hotel parking lot. After internal verification of the hotel, it was discovered that security guard Wang Mou collected parking fees privately, and this case occurred.
Wang denied it and resigned and returned to his hometown. After the hotel reported the case, the public security organs launched an online pursuit for him. In March 2026, Wang took the initiative to report to the case.
According to Wang’s confession, at the beginning of 2025, due to financial constraints at home, and because he was about to retire, he felt that his time on the job was running out, so he suddenly had a wrong idea.
The hotel has a code-scanning sign at the entrance of the parking lot. Guests can pay for parking by scanning the code. However, the sign is a bit high and car owners may not easily notice it or find it inconvenient to scan the code. Wang took advantage of the convenience of being on duty at the north gate and took the initiative to greet customers when they drove out, asking them to scan his personal WeChat payment code before opening the gate.
From October 2024 to March 2025, Wang collected a total of 148,000 yuan in parking fees using his private WeChat payment code, which he used to pay rent and other personal expenses.
The evidence in the case shows that Wang’s WeChat payment records include a single payment ranging from 40 yuan to several hundred yuan, and his bank account also has multiple large cash withdrawal records, including a cash withdrawal of 12,000 yuan on November 13, 2024, and a cash withdrawal of 48,000 yuan on April 22, 2025. The flow of funds is consistent with the confession.
On June 15 this year, the first-instance judgment of the Xuanwu District People’s Court of Nanjing City sentenced Wang to six months’ imprisonment with one year’s probation for the crime of job embezzlement, and a fine of 100,000 yuan. At present, Wang has compensated the hotel for economic losses of 148,000 yuan.
According to the provisions of Article 271 of the Criminal Law, employees of a company, enterprise or other unit who take advantage of their position to illegally take possession of the unit's property shall be sentenced to fixed-term imprisonment of not more than three years or criminal detention and a fine if the amount is relatively large.
It is worth noting that this type of case is not an isolated one. A similar case has been handled in Jing'an District, Shanghai before. Liu, a security guard at a building garage, used the same method to sweep parking fees into his personal pocket, embezzling more than 150,000 yuan and was prosecuted for job embezzlement.
