According to dsogaming, "Cities: Skylines 2" is one of the least optimized games in 2023. Even with an RTX4090 graphics card and 4K/High picture settings, the game can only reach 20+ FPS in new or empty scenes.
dsogaming said that they will conduct a performance evaluation of this game, and will use an empty map during the evaluation. After all, if it performs like this on an empty map, then it is unimaginable how it can drive a medium and large city.
ColossalOrder is currently working on making the game run better. The team is optimizing/balancing effects that affect fill rate. They're making changes to effects like depth of field, global illumination, and volumetrics to make them work better.
After further experimentation, dsogaming discovered a setting that was impairing performance. That's depth of field quality. By turning it down to "Low", the game runs at 40fps on an empty map.
