On November 21, 2025, Minister of Economy, Trade and Industry Akasawa Akamasa announced that the government plans to invest 100 billion yen in Rapidus. The implementation plan of Rapidus was also announced on the same day, and it is planned to be launched around fiscal year 2031. On the same day, the Ministry of Economy, Trade and Industry (METI) selected Rapidus as a next-generation semiconductor manufacturer that meets the conditions for financial support under the Information Processing Promotion Act.

Previously, the Next Generation Semiconductor Subcommittee of the Industrial Structure Review Council reviewed the implementation plan submitted by Rapidus and made a final decision based on the plan report. Under the plan, the Ministry of Economy, Trade and Industry plans to allocate 100 billion yen from the initial budget for fiscal 2025 for initial investment through the Information Technology Promotion Agency (IPA).

The goal is to achieve mass production of the 2nm process in the second half of fiscal year 2015, followed by mass production of new generation processes every 2-3 years.

In an implementation plan submitted to the Ministry of Economy, Trade and Industry (METI), Rapidus outlined its mid-term plan to begin mass production of 2nm process semiconductors in the second half of fiscal 2027. The plan also outlines a mid-term roadmap for mass production of the latest generation (1.4nm and 1.0nm) process semiconductors every two to three years thereafter. In addition, Rapidus also proposed the goal of achieving positive operating cash flow around fiscal 2029, positive free cash flow around fiscal 2031, and going public around fiscal 2031.

In terms of technology research and development, the company plans to shorten the time required for prototype production and improvement through differentiated technologies such as single wafer processing and new transmission systems, and strives to "improve transistor performance and yield to a level sufficient to attract customers with chip quality and cost competitiveness" when mass production of the 2nm process begins in the second half of fiscal year 2027. At the same time, the company will also make every effort to promote the research and development of the 1.4nm process. In terms of post-processing, the company plans to cooperate with international organizations in fiscal 2025 to open a pilot production line and establish corresponding production technology.

Regarding customer acquisition, the company explained that "there is huge room for customer acquisition," noting that it expects that by fiscal 2030, the supply of the global 2-nanometer semiconductor market will be about 10% to 30% short of demand. The company first aims to secure orders from fabless companies designing custom semiconductors for AI data centers, and then plans to expand its supply of edge devices (cars, robots, etc.) domestically and internationally.
