[Supervision raises six-point requirements for the Internet Marketing Management Measures for Financial Products] On September 17, reporters learned that the Shanghai Securities Regulatory Bureau recently issued a notice to fund managers, asset management institutions, and fund sales agencies in the jurisdiction on the implementation of the "Measures for the Management of Online Marketing of Financial Products." The "Measures for the Administration of Online Marketing of Financial Products" were announced on April 21, 2026, and will be officially implemented on September 30. The notice further sets out requirements for third-party Internet platform cooperation, self-operated App construction, transfer channels, and information reporting. First, it is not allowed to cooperate with other organizations or individuals other than third-party Internet platforms, including "Internet Vs", to carry out online marketing of financial products. Second, cooperation with third-party Internet platforms should maintain business independence, technical security and data confidentiality, and the platform must not be allowed to intervene in investor recruitment, account opening, transaction order processing, clearing and settlement, fund sales and other business links; platform fees must not be linked to account opening volume, transaction volume, handling fees, capital volume and other business indicators or in disguise. The third is to strictly implement the pre-evaluation mechanism, focusing on whether third-party Internet platforms intervene in the securities fund business, whether they confuse service providers, whether effective measures are taken to protect investor data security, and whether the fees are reasonable and whether the quality and price are consistent. The fourth is to strengthen the construction of self-operated apps, guide investors to give priority to using apps operated and managed by themselves to handle business, and ensure sufficient and stable investment in information technology to ensure that third-party platforms can continue to provide services when emergencies such as technical failures occur. Fifth, cooperation involving transfer channels for fund subscription and redemption must not be carried out with third-party Internet platforms that have not completed the registration of information technology systems. Cooperation with existing transfer channels must be rectified within one year of the formal implementation of the Measures. Sixth, within 10 working days after the end of each quarter, report to the Shanghai Securities Regulatory Bureau through the institutional supervision system the relevant information on transfer channel network marketing carried out in cooperation with third-party Internet platforms.
