"Two turns" refers to the urban and rural construction sector, which means that urbanization is moving from a period of rapid growth to a period of stable development, and urban development is moving from a stage of large-scale incremental expansion to a stage of stock improvement, quality and efficiency; "two shifts" refers to the housing and real estate sectors, one is the major changes in the supply and demand relationship in the real estate market, and the other is the real estate entering the stock era; "Three transformations" talks about the construction industry sector, that is, the construction industry is transforming into intelligent, green, and integrated.
