The Plan proposed 2030 goals and 2035 goals, among which the 2030 goals include “the overall level of the business environment ranks among the top in the world.” In terms of specific practice, the "Plan" proposes 29 reform measures focusing on six major environments. These include: strengthening the rigid constraints of fair competition review and improving the relevant systems for all types of business entities to participate fairly in market competition. Promote platform economic innovation and healthy development, and rectify and prevent "involvement" competition. Increase support for small and medium-sized enterprises to fairly participate in tendering and bidding, actively and steadily promote the application of artificial intelligence technology in the entire process of tendering and bidding transactions and key management links, promote remote off-site bid evaluation and "double-blind" review reforms, and promote tendering and bidding to be more fair and equitable. Promote cooperative and innovative procurement models, optimize the functions of government procurement electronic platforms, comprehensively promote the review of abnormally low prices, promote the construction of pilot projects for administrative adjudication of government procurement, and continue to standardize the order of the government procurement market.
