Recently, the General Office of the CPC Central Committee and the General Office of the State Council issued the "Opinions on Promoting the Reform of Colleges and Universities by Classification" to make systematic arrangements for promoting the reform of colleges and universities by classification. The opinions pointed out that the classification layout structure should be optimized. Scientifically construct a classified development system for universities, distinguish the basic directions of comprehensiveness and specialization, establish a framework for university classification, and establish a diverse and adaptive university classification model based on affiliations; coordinate the coordinated development of universities affiliated to central departments and local universities; coordinate the layout of higher education resources; coordinate and improve the talent training structure; and coordinate the use of international and domestic resources.
