The income assessment cycle of future industrial investment funds should not be less than 10-15 years] September 23rd, at the 11th (Autumn) Central Enterprise Investment and Development Conference held recently, Weng Jieming, member of the Standing Committee of the National People's Congress and deputy chairman of the Financial and Economic Committee, said in his keynote speech that central enterprises should become the main force of future industries. However, the existing systems and mechanisms of current state-owned enterprises are difficult to adapt to the high-risk, long-term development characteristics of future industries. Weng Jieming pointed out that future industries are strategic, disruptive, and highly uncertain. He suggested that future industries, including high-level emerging industries, be listed separately, and investment "special zones" with scientific cycles, diversified equity, and error tolerance be established to support state-owned enterprises in participating in future industry development. Specifically, it is recommended that special rules be introduced for state-owned assets supervision. In the future, the income assessment period of industrial investment funds will not be less than 10-15 years, and that of emerging industries will not be less than 5-7 years. The success or failure of a single project will not be assessed during the duration of the fund, and the investment effectiveness will be evaluated based on the comprehensive rate of return of all projects throughout the fund's life cycle.
