The practice of assembling exclusive "small circles" in the field of science and technology and forcing countries to choose sides will not only drag down global scientific and technological progress and harm the development rights and interests of countries, especially small and medium-sized countries, but will also aggravate the risk of fragmented technical standards and incompatible systems, posing major hidden dangers to global security. China calls on all countries to strengthen exchanges and cooperation, encourage open source and openness, and jointly contribute to global scientific and technological progress. He called for the continuous improvement of the regulatory framework, emergency response and transnational collaboration mechanisms in response to the endogenous and derived risks caused by artificial intelligence, and resolutely crack down on the misuse and abuse of artificial intelligence by terrorist organizations, extremist forces and transnational criminal groups. Regarding the R&D and application of artificial intelligence in the military field, countries should adopt a cautious and responsible attitude, avoid strategic misjudgments and arms races, oppose the use of relevant weapons to carry out indiscriminate attacks or deliberately attack civilians and civilian facilities, and ensure that humans always have the final decision-making power. Fu Cong emphasized that artificial intelligence is the common wealth of all mankind and should not be reduced to a game for rich countries and rich people. It is necessary to prevent the digital intelligence gap from exacerbating the development gap. We must adhere to true multilateralism, support the United Nations in playing the main channel role in global governance of artificial intelligence, and enhance the representation and voice of developing countries.
