[Fuel crisis breaks out in the Philippines] September 24th, according to China Overseas Chinese Network, Acting Secretary of the Philippine Department of Energy Sharon Garen said that the Philippine government has contacted "almost all countries" including Russia, Australia and China to ensure that the Philippines has sufficient oil supplies.
