Castro was previously charged by Minnesota with four counts of second-degree assault and one count of making a false report. Castro is accused of shooting and wounding 24-year-old Venezuelan man Julio Sosa-Cellis during a law enforcement operation in Minneapolis on January 14 this year, and then falsely claiming that Sosa-Cellis and another man attacked an ICE officer with a broom handle and a snow shovel. Minnesota prosecutors charged Castro with assault and other crimes, and a judge in the state issued a nationwide arrest warrant against him in May.
