Recently, with the approval of the State Council, the National Development and Reform Commission and the Ministry of Transport jointly issued the "Implementation Plan for the Construction of a Logistics Network". The "Implementation Plan" focuses on key aspects of logistics network construction and deploys 17 key tasks in seven aspects. The first is to promote the construction and interconnection of logistics hubs, including improving the quality and efficiency of important logistics hub network operations, giving full play to the radiating and driving role of logistics hubs, and promoting the development of hubs from single-point layout to functional networking. The second is to improve the carrying capacity of logistics channels, including improving domestic backbone logistics channels, improving multimodal transportation and collection and distribution systems, and strengthening the connection of different transportation modes such as railways, highways, water transportation, and aviation. The third is to make up for the shortcomings of urban and rural logistics facilities, including improving the functions of urban logistics facilities, improving rural logistics facilities, improving important material storage facilities and emergency logistics facilities, etc., to improve the quality and efficiency of urban and rural logistics services. The fourth is to build a dense network of international logistics facilities, including building strong domestic support for international logistics, consolidating the foundation for international logistics service guarantees, and improving the ability to integrate domestic and international logistics. The fifth is to promote the digital, intelligent and green development of logistics facilities and equipment, including accelerating the digital transformation and upgrading of logistics facilities and equipment, promoting green facilities and equipment, developing and applying new logistics equipment, etc., and innovating to lead new productivity in the logistics field. The sixth is to improve the level of logistics information sharing and utilization, including promoting the standardization and standardization of logistics information, expanding the interconnection and sharing of logistics information, promoting the effective connection between supply and demand in the logistics market and optimizing the allocation of logistics resources in the whole society. The seventh is to increase policy support and guidance, including cultivating and expanding logistics enterprises, improving the rules and standards system, optimizing the supply of factors, etc., and optimizing the policy environment for logistics network construction.
