It is proposed to strengthen the land and space guarantee for the development of service industry. Natural resources (marine) and forestry and grassland authorities at all levels must adhere to demand-driven development, coordinate increments and stocks in the process of territorial spatial planning preparation, implementation and dynamic maintenance, strengthen the development space guarantee for producer service industries such as scientific and technological services, modern logistics, software and information services, financial services, energy conservation and environmental protection services, and rationally arrange the development space for living service industries such as resident services, elderly care and childcare, health, culture, tourism and sports.
