The "Measures" will implement the mission requirements of the "15th Five-Year Plan for National Meteorological Development", focus on the construction of the Earth system data platform, establish an institutional framework for the convergence, management, and application of cross-layer Earth system data, promote the convergence and sharing of meteorological data, and promote the integration and application of multi-source data.
