Promote the construction of rail-water intermodal transport facilities, accelerate the construction of collection and distribution railways in multimodal transport port areas at coastal ports, build, renovate and expand intermodal transport sites, build supporting railway container yards, and equip standardized containers and special flat cars suitable for multimodal transport. Effectively coordinate the construction of water networks, give full play to the advantages of low water transportation costs, strengthen the effective connection between inland water transportation and international shipping, improve the layout of intermodal transfer terminals, and encourage the development of direct river-sea transportation on specific routes. Improve the collection and distribution system of key nodes in logistics channels, promote the construction of special railway lines, highway connection lines, inland waterways, belt corridors and other facilities, implement quality improvement and capacity expansion transformation of special railway lines in need, and carry out rapid transformation of congested inbound and outbound highways.
