[Opposing factions in Libya reached consensus on the presidential and parliamentary election framework] August 31, Libya’s “4+4” committee signed an agreement at the headquarters of the United Nations Support Mission in Libya (UNSMIL) in the capital Tripoli on August 30, local time, to reorganize the National High Electoral Commission Council and reach consensus on the presidential and parliamentary election framework. According to the agreement, relevant elections should be held within 24 months after the agreement comes into effect. Elections must be held under unified executive authority and unified state institutions, and if this is not possible, alternative mechanisms will be established. The agreement stipulates that the National Congress and the Supreme Council of the State must ratify the agreement within one month from the date of signing, otherwise it will seek approval from the United Nations Security Council and other channels.
