"They are particularly worthy of attention," and the situation is worrying. Kozak noted that there are countries that have failed to benefit from the AI investment boom while being severely affected by energy shocks and with limited policy buffers. "This category of countries, most of which are low-income countries and fragile countries, is the most worrying." She added that some of these countries have reached aid arrangements with the IMF, and the IMF is maintaining close cooperation with them.
