He said that two years ago, the Security Council unanimously passed a resolution to make important adjustments to the functions of the sanctions and delisting coordinator, requiring the coordinator to provide more sufficient and detailed information for the relevant sanctions committee to consider delisting applications, so as to enhance the transparency and impartiality of the Security Council's sanctions mechanism. Coordinators must perform their duties objectively and fairly. Security Council members should take the lead, actively provide necessary information to the coordinator, and respect the professionalism and independence of the coordinator. The coordinator's report and opinions should be carefully considered and the relevant committee should be supported in making a fair and responsible decision on whether to delist. He said that the international community must make good use of the sanctions system. The Security Council should use feasible methods to promote the international community's understanding of the Security Council's sanctions system, not only to standardize the implementation of sanctions measures, but also to properly use delisting and immunity arrangements. Sanctions are a special tool given to the Security Council by the United Nations Charter. They are designed to create favorable conditions for political settlement, but they may also have a negative impact on the economy and people's livelihood of relevant countries during the implementation process.
