[National standards for container rail-water combined transport loading and safety inspection released] On October 8, the State Administration for Market Regulation approved the release of the national standard "Technical Specifications for Loading and Safety Inspection of Container Rail-Water Combined Transport", coordinating the operational requirements of the two modes of transportation, railway and waterway, and making unified specifications for the cargo loading and safety inspection of general container rail-water combined transport, laying the foundation for the realization of "no unpacking during the whole process" of container rail-water combined transport. In terms of cargo loading, the standard clarifies the basic requirements of "selecting the right boxes, loading the goods, and having a stable center of gravity." It stipulates quantitative requirements such as the height of the total center of gravity of the boxed goods, the lateral deviation of the center of gravity, and the longitudinal eccentric mass. It also refines the requirements for packing operations such as cargo stacking methods, pressure stacking, adjacent stacking, and liner isolation. The standard provides technical requirements for four methods of cargo reinforcement: lashing, stuffing, supporting, and blocking. It also clarifies specific operating specifications such as the selection of lashing materials, lashing angles, filling of inflatable bags, door protection, and wedge fixation to ensure that the goods are stable throughout the box. In terms of safety inspections, the standard follows the principles of "source prevention and control, mutual recognition and trust, and information sharing" and targets four links: pre-packing inspection, packing completion inspection, carrier inspection, and combined transport handover inspection. It standardizes the inspection content and specific requirements for shippers, carriers, ports, railways and other relevant parties, and promotes the forward movement of safety responsibilities.
