[The China Securities Regulatory Commission strictly controls "narrow base drift" and "wide base and narrow investment"] On October 9, the China Securities Regulatory Commission today released the "Measures for the Operation and Management of Publicly Offered Securities Investment Funds (Draft for Comments)" and publicly solicited opinions from the public. In response to the problem of "narrow base drift" in which the investment scope of thematic funds is vague and too broad, and the actual investment may deviate from the direction indicated by the product name, the "Operation Measures" draft proposes that the fund contract should use an identifiable and quantifiable method to clearly define the investment direction indicated by the fund name. The relevant definition scope should be in line with market consensus and directly related to the investment direction indicated by the fund name. In view of the fact that market-wide stock selection funds are highly concentrated in a single industry or popular track in their operations, which has essentially become a "broad-based and narrow-investment" problem for industry-themed funds, the draft requires that if the fund name does not indicate a specific industry or theme, the fund manager should strengthen diversified investment management and shall not concentrate on investing in a single industry or theme. This revision emphasizes that fund products cannot "style drift", let alone allow investors to unknowingly bear risks that are inconsistent with the product name and contract. (Reporter Zhou Xiaoya)
