[The State Administration for Market Regulation publicly solicits opinions on the "Notice on Optimizing Matters Related to Environmental Protection Electricity Price Supervision (Draft for Comment)"] On October 13, the State Administration for Market Regulation publicly solicited opinions on the "Notice on Optimizing Matters Related to Environmental Protection Electricity Price Supervision (Draft for Comment)". It is proposed that if the hourly average concentration of sulfur dioxide, nitrogen oxides, and soot emissions from coal-fired generating units (including public coal-fired units and self-provided coal-fired units that generate electricity for the grid) exceeds the limit requirements, the power grid enterprise will directly deduct the environmental protection electricity prices for desulfurization, denitrification, dust removal, ultra-low emissions, etc. during the period exceeding the limit when settling the electricity bill. Among them, if pollution control facilities are shut down without legitimate reasons or operate abnormally, resulting in excessive pollutant emissions exceeding the limit value by one time or more, the market supervision department will impose a fine of not more than five times the price of environmental protection electricity during the period in which the limit value is exceeded in accordance with the "Price Law of the People's Republic of China", "Administrative Punishment Regulations for Price Violations" and other laws and regulations. Those who distort monitoring data through abnormal operation, destruction of monitoring equipment, unauthorized modification of monitoring equipment parameter settings, false marking of the status of automatic monitoring equipment or the working conditions of production facilities and pollution prevention and control facilities, or the use of cheating tools shall be severely fined. After the emission standards for coal-fired power units are updated and released, from the date of implementation of the new standards, the ultra-low emission and desulfurization, denitrification, and dust removal assessments will be merged, and ultra-low emission environmentally friendly electricity prices will no longer be assessed separately.
