[Department of Emergency Management: Resolutely rectify the problem of "loose and weak" safety supervision and law enforcement] According to a press conference held by the Ministry of Emergency Management today, in response to the problems exposed by several major accidents this year, the Ministry of Emergency Management has further tightened safety supervision and law enforcement and adopted three-pronged measures to resolutely rectify problems such as "loose and weak". First, during the central work safety assessment and inspection, a special inspection team for supervision and law enforcement was set up to strictly investigate the "drainage" of supervision and law enforcement, seriously urge relevant regions and departments to implement safety supervision responsibilities, and continuously improve the intensity of safety supervision and law enforcement. The second is to work with relevant units to carry out the work of "cracking down on illegal activities and treating violations" in key industries and areas, and vigorously promote the connection between work safety and executions. The third is to increase the intensity of notifications, interviews, and exposures, and continue to strengthen the effectiveness of supervision of law enforcement in various regions.
These measures are highly targeted and powerful. In the second and third quarters of this year, the number of major accident hazards discovered per 1,000 inspections increased significantly year-on-year and quarter-on-quarter. At the same time, hard measures such as "double punishment for one case", suspension of production and business for rectification, and the connection of executions have been adopted in accordance with the law, and law enforcement has been significantly strengthened. In addition, in August this year, the Ministry of Emergency Management also revised and released the "Measures for the Preparation of the Annual Supervision and Inspection Plan for Work Safety", which has been improved in terms of optimizing plan preparation, improving inspection content, full-process online law enforcement, and strengthening law enforcement level supervision.
