[Three departments issued a document: Accurately carry out safety accident prevention services] October 16th, according to the press conference held by the Ministry of Emergency Management today (16th), the Ministry of Emergency Management, together with the State Administration of Financial Supervision and the State Administration of Mine Safety, recently jointly issued the "Notice on Precisely Carrying out Safety Insurance Accident Prevention Services in 2026 to Help Enterprises in Key High-risk Industries Improve Safety Production Management Levels." The "Notice" focuses on key high-risk industries such as mining, hazardous chemicals, fireworks, and metal smelting, and makes detailed arrangements for safety accident prevention services in terms of full coverage, precise services, evaluation mechanisms, insurance expansion, and publicity and promotion. In the next step, five main measures will be taken: First, pay close attention to the implementation of budget targets, resolutely make good use of budget funds, strictly investigate violations, achieve the budget target of 20% in three years, and ensure that actual expenditures at the end of the year reach at least 10%. Second, by continuously improving the organizational system and optimizing service methods, precise preventive services can assist enterprises in production safety. The third is to continue to deepen the construction of information systems, accelerate the upgrading and transformation of provincial systems, strengthen online monitoring functions, and comprehensively improve data accuracy. The fourth is to further improve the construction of systems and mechanisms and establish a set of scientific and effective guarantee systems and operating mechanisms around key links. The fifth is to carry out the "combination boxing" of assessment guidance and typical demonstration. On the one hand, the role of the assessment baton should be strengthened; on the other hand, the demonstration and driving effect should be exerted, a positive incentive bonus point mechanism should be established, and localities should be guided to continuously innovate in the organization of accident prevention services.
