[Three Departments: Inclusive and supportive elderly care institutions are open to all elderly people and provide affordable, quality-guaranteed elderly care services] On October 16, the National Development and Reform Commission, the Ministry of Civil Affairs, and the National Health Commission issued the "Guiding Opinions on Further Improving the Price Formation Mechanism and Promoting the Quality and Expansion of Inclusive Elderly Care Services." It is proposed that inclusive supportive elderly care institutions are open to all elderly people and provide affordable and quality-guaranteed elderly care services, including public and private elderly care institutions that mainly house the elderly in society, as well as private elderly care institutions that receive government support such as site fee exemptions or construction and operation subsidies. The basic service fees of public-owned and public-owned and private inclusive-supported elderly care institutions are subject to government-guided price management; the basic service fees of other socially-run inclusive-supported elderly care institutions shall be determined by the development and reform authorities at the prefecture level and above in conjunction with the industry authorities to clarify the reference range of fee standards, and guide institutions and the government to reasonably determine the specific fee standards in a contractually agreed manner, or implement government-guided price management. The specific fee management method shall be put forward by the provincial-level development and reform authorities in conjunction with the industry authorities, and implemented after approval by the provincial people's government. Non-basic service fees are subject to market-adjusted prices. For inclusive support institutions that take in groups such as the economically disadvantaged and disabled elderly through government purchase of services, their basic service charging standards shall be based on the charging standards of guaranteed-type elderly care institutions.
