Upon approval, it is now open to the public for solicitation of opinions, and pre-export registration management of related technologies will be implemented simultaneously. This public solicitation of opinions involves 40 technologies in three fields: artificial intelligence, biomedicine, and photovoltaics. The field of artificial intelligence includes 23 technologies related to large models, agents, computing power clusters, and information processing; technologies that have entered the public domain through open source, published academic papers, etc. are not included in the scope of management. The field of biomedicine includes five technologies related to cell and gene therapy, small nucleic acid drugs, and pathogenic microorganisms; for external authorization models that do not involve ownership transfer, convenient measures such as automatic licensing are applicable.
