[The spokesperson of the Ministry of Commerce responded to reporters’ questions on the “dual-track” approach to China proposed by the EU Summit] On October 16, the spokesperson of the Ministry of Commerce responded to reporters’ questions on the “dual-track” approach to China proposed by the EU Summit. Q: According to media reports, the EU believes that its pressure on China in the hybrid car negotiations has been effective and plans to impose restrictions on more industries. The EU summit held recently proposed a "dual-track" approach to China. While continuing to carry out intensive consultations, it will increase restrictions on China, even including the use of "anti-coercion" tools. What is China’s comment on this?  A: China has noted relevant reports. The understanding reached by China and the EU on hybrid vehicles is reciprocal and mutually beneficial in accordance with the three principles of abide by WTO rules, fact-based and non-discrimination determined by both sides. It not only effectively safeguards the actual interests of Chinese enterprises, but also responds to the concerns of the European side and avoids the escalation of China-EU trade friction. The so-called "European pressure is effective" has no basis. The purpose of China-EU economic and trade consultations is to properly resolve differences through dialogue and consultation and accommodate each other's concerns. Both sides must show sincerity in solving the problem. The European side cannot imagine using pressure in exchange for benefits, let alone underestimate China's determination and ability to safeguard its own interests. We urge the European side to meet China halfway and promote the healthy and stable development of China-EU economic and trade relations.
