[Deputy Governor of the People's Bank of China, Xuan Changneng, attended the Global Sovereign Debt Roundtable and other meetings and met with heads of relevant institutions] October 18th, according to the central bank's website, during the International Monetary Fund (hereinafter referred to as the "IMF")/World Bank Annual Meeting in Bangkok, Thailand, from October 14 to 17, 2026, Deputy Governor of the People's Bank of China, Xuan Changneng, attended the Global Sovereign Debt Roundtable, the Economic Situation Briefing of the International Monetary and Financial Committee (IMFC), and the Annual Meeting of the Trusteeship Committee of the Institute of International Finance. Xuanchangneng said that the recent rise in risk-free interest rates in global financial markets has raised the financing costs of developing countries and further increased the debt repayment burden. All parties should strengthen multilateral cooperation, adhere to the principle of "joint action, fair burden", and explore the establishment of an effective implementation mechanism for the private sector to participate in debt restructuring in a comparable manner. All parties should continue to promote the improvement of the global sovereign debt governance system, improve the debt sustainability analysis framework of low-income countries by the IMF and the World Bank, properly delineate the scope of public debt, and strengthen information sharing with creditors. The current world economic development and global financial system are facing many challenges. China will firmly implement the strategy of expanding domestic demand, systematically promote investment in new infrastructure such as the "Six Networks", adhere to the close integration of investment in materials and investment in people, and promote the high-quality and efficient development of the service industry. During the annual meeting, Xuanchangneng also met with Danish Central Bank Governor Thomson, Bank of England Deputy Governor Breeden, Korea’s Executive Director of the IMF (former Deputy Minister of Planning and Finance of Korea) Choi Chi-young, BNP Paribas Chairman Le Minghan, and European Bank for Settlements Group Chairman Varney Dakirafi and CEO Urban, BlackRock Vice Chairman Hildebrand, Citigroup International Business CEO An Lichen, Bank of New York Mellon Executive Vice Chairman Kabrave, etc., exchanged views on the global economic and financial situation and bilateral cooperation and other issues.
