[Zhu Hexin: Foreign exchange management incorporates "enterprise cross-border operation autonomy" and "open ecological construction" into the same governance framework] October 19th, at the opening ceremony of the 2026 Financial Street Forum Annual Meeting, Zhu Hexin, deputy governor of the People's Bank of China and director of the State Administration of Foreign Exchange, said that in recent years, foreign exchange management has integrated "enterprise cross-border operation autonomy" and "open ecological construction" into the same governance framework, insisting on freeing up entities, optimizing the ecology, expanding openness, improving governance, and better serving the new development pattern. On the one hand, the entities should be freed up to allow enterprises to use foreign exchange more independently and conveniently. Based on the comprehensive operational needs of enterprises, we will strengthen the connection and integration of various foreign exchange policies such as trade, investment, and financing, and provide overall support for enterprises to efficiently allocate domestic and foreign funds and carry out cross-border operations. As of the end of June this year, there were more than 50,000 companies with excellent credit across the country that could handle foreign exchange business without review. In the first half of the year, foreign exchange business handled more than 580 billion US dollars, and the average processing time was shortened by more than half. On the other hand, we should optimize the ecology and create better conditions for cross-border operations of enterprises. Pay more attention to efficient collaboration with financial institutions and local governments, improve incentives and constraints, and exert the "multiplier effect." Create a "policy-ecology" dual evaluation mechanism to support pilot trials in areas with mature conditions, promote good experience to be promoted nationwide, and realize the joint optimization of policy and ecology.
