[The Ministry of Commerce and other departments issued the "Guidelines for Overseas Competitive Conduct and Compliance Construction in the Automobile Industry"] On September 1, the Ministry of Commerce, the Ministry of Industry and Information Technology, and the State Administration for Market Regulation recently issued the "Guidelines for Overseas Competitive Conduct and Compliance Construction in the Automotive Industry" to enhance the compliance management capabilities and international influence of automobile industry enterprises and promote international cooperation in the global automotive industry chain and supply chain. The "Guidelines for Overseas Competition and Compliance Construction in the Automotive Industry" consist of four chapters and 20 articles, which provide reference for Chinese automobile industry enterprises engaged in international production and operation activities in market competition and other production and operation activities overseas. It focuses on competitive behaviors such as overseas marketing of automobile industry enterprises, as well as overseas compliance construction such as safety production, quality management, labor security, and data security. The person in charge of the Department of Foreign Investment and Economic Cooperation of the Ministry of Commerce said that the "Automobile Guidelines" emphasize legal compliance, fair competition, and mutual benefit and win-win, which will help guide automobile industry companies to actively fulfill their social responsibilities overseas and better integrate into the economic and social development of host countries; it will help expand high-level open cooperation in the automobile industry and promote deep integration and common development of the global automobile industry chain and supply chain. According to statistics, China will export 8.32 million vehicles in 2025, which will be sold to more than 200 countries and regions. Chinese companies have invested in the automobile manufacturing industry in more than 80 countries and regions. Experts said that the Automobile Guidelines provide effective basis and risk list for enterprises to systematically establish an internal compliance framework. Shi Yonghong, vice president of the China Chamber of Commerce for Import and Export of Machinery and Electronic Products, said that the current Chinese automobile industry is facing an upgrading period from exporting products overseas to exporting industrial chains overseas. Overseas factory building and localized operations involve deeper compliance such as environmental protection, taxation, employment, and data localization. The "Automobile Guidelines" cover the entire life cycle, which is conducive to the coordinated overseas export of complete vehicles, parts and service networks, and will support the upgrade of the automotive industry from product overseas to industrial chain overseas.
