[Measures for the Management of Mid- and Long-term Contracts for Guaranteed Energy Supply: All localities shall not be forced to sign fixed prices] The National Development and Reform Commission issued the "Measures for the Management of Medium- and Long-term Contracts for Guaranteed Energy Supply (Trial)", Article 24 of which stipulates: In provincial contracts, prices are formed by market transactions between the supply side and the demand side. Encourage supply and demand parties to establish a price floating mechanism in the contract that is related to factors such as power market supply and demand, power user affordability, power generation fuel costs, etc., to better respond to market fluctuations. Localities may not be forced to sign fixed prices.
Article 36 stipulates: Natural gas pipeline network operating enterprises shall provide safe, reliable and fair pipeline transmission service guarantees for the performance of medium- and long-term natural gas supply contracts, and strictly implement natural gas uploading and downloading in accordance with the plan agreed in the pipeline transmission contract; on the premise of ensuring the safety of the pipeline network system, they shall provide support for planned changes agreed by the supplier and the demander. Natural gas pipeline network operating companies are not allowed to buy or sell natural gas in the name of providing services or in disguised form.
